Put the egg, milk, oil, and salt in a bowl and whisk. Mix the flour and baking powder together and add little by little. Add flour if necessary.
Heat the pan. Take 1 tablespoon of the batter and pour it into the pan. Wait for 30–35 seconds and cook the other side using a spatula. Remove it from the pan and let it cool.
Beat the mild cream cheese in a bowl with a fork until smooth. Add the finely chopped parsley, mix, and divide over the blinis.
Cut the smoked salmon into thick strips and place them around the edge of the cheese. Garnish with chives, and serve.
