  1. Heat the butter in a large saucepan. Add the onion and celery and fry, stirring frequently, until softened.
  2. Add flour and spread well.
  3. Stir in the broth, clam juice, cream, bay leaf, and potatoes.
  4. Bring to a boil, stirring constantly. Once it starts to thicken, reduce the heat to low and cook for another 20 minutes, stirring constantly.
  5. Add the salt, pepper, and scallops, and cook for another 5 minutes until the scallops are slightly firm.
  6. For the croutons, melt the butter in a large skillet and fry the bread cubes in the butter until toasted and browned, about 2 to 3 minutes.
  7. Add the parsley, and season with salt and pepper. Bon appetit.
