  1. Heat the oil and butter in a saucepan until foaming. Add the onion and a pinch of salt, and fry over low heat for 15 minutes or until soft.
  2. Add the garlic and stir.
  3. Add the rice and mix well. Add 3 ladles of the hot water, and when it starts to absorb, add it again.
  4. Continue in this way until the water runs out and the rice is cooked.
  5. Add Parmesan and lemon zest and let it cool.
  6. Make 18 equal balls with the cooled risotto. The balls should be the size of a walnut. Place a piece of mozzarella in the center and form it into a round shape.
  7. Put the flour, beaten egg, and breadcrumbs in separate bowls and coat the balls first in flour, then in egg, and finally in breadcrumbs. Fry them in hot oil.
  8. Remove the fried balls from the baking paper and serve while hot. Enjoy your meal.
